"Estimates of foreclosures based on a formula that calculates the rate of foreclosure starts over the past 18 months as a function of County or Place Level unemployment rate as of June 2008 from the Bureau of Labor Statistics Local Area Unemployment Rate data."

"HUD has identified data collected by other federal agencies that prove to be good predictors of where foreclosures are likely. HUD has used those data to “distribute” the statewide counts of foreclosure starts among the neighborhoods, places, and counties within each state"
